Countries like poland, sweden, canada etc. EXPECT heavy snow falls and have heated rail-ways and bigger stocks of grit-salt. Besides, monday was the biggest snow-fall for 18 years in my area (about 8-10 inches had settled), some other areas it was 25 years, you could hardly expect us to be ready for that.
